Qatar Increases Eight Digit Harmonized Codes

The Qatari Customs Authorities (QCA) have implemented a 12-digit Harmonized System (HS) code system in Qatar for all imports and exports. This change is designed to enhance international trade and align customs processes.  All Gulf Cooperation Council (GCC) countries will implement this HS code transition. The following countries make up the GCC: Qatar, Saudia Arabia, Bahrain, Oman, UAE and Kuwait.  
Qatar, Bahrain, and Oman have made their harmonized code transition as of January 1, 2025.

Saudia Arabia will begin license enforcement for their HS code transition on January 31st. Both UAE and Kuwait will announce HS code implementation dates.   

What does this mean to You?

It is essential that importers and exporters review and update their product databases, systems, and documentation to reflect the new 12-digit HS codes at the earliest possible opportunity. Failure for shippers to provide the required 12-digit HS codes from January 1st 2025, may result in clearance delays.

What happens if the mandatory information is not received prior to departure?

Please advise that a failure to provide the required 12-digit HS code may result in clearance delays and additional costs arising from the use of incorrect or outdated HS codes.   Failure to provide the HS codes may not only result in delays but may subject the exporter or importer to penalties.
