New Oman Customs Regulation Requires Palletization of Import Cargo

The Royal Oman Police (ROP) Directorate General of Customs has implemented a new mandatory palletization requirement for imports entering the Sultanate of Oman. The measure has been introduced pursuant to Article 44 of the GCC Common Customs Law and is intended to improve cargo handling efficiency, accelerate customs clearance processes, and facilitate the movement of goods through Oman's ports of entry. 

Effective Date

For cargo arriving via:

• Airports and Seaports: 15 September 2026
• Land Border Ports: Already effective from 15 July 2026

Mandatory Requirement 

All applicable import cargo arriving in Oman must be palletized prior to shipment using one of the following:

• Wooden pallets (subject to applicable ISPM-15 requirements)
• Plastic pallets 
• Metal pallets 

Exemptions apply to cargo that cannot reasonably be palletized, such as: bulk cargo, heavy machinery, pipes, coils, rolls, stone, liquids, and other cargo as determined by Oman Customs.

• Review packaging and loading arrangements with clients and shippers prior to booking to ensure compliance with the new requirements.
• Confirm palletization requirements with suppliers and packing facilities.
• Ensure that wooden pallets and other wood packing comply with ISPM-15 requirements.
• Failure to comply may result in:
  • Refusal of entry by Oman Customs;
  • Delays to customs clearance;
  • Additional storage and handling charges; and/or 
  • Return of the shipment to origin at the consignee's or cargo owner's expense.
