Starting January 1, 2023, the Craft Beverage Modernization Act (CBMA) transferred administration of the reduced tax rates for beer, wine, and distilled spirits to the TTB (Treasury’s Alcohol and Tobacco Tax and Trade Bureau).
Importers are now required to pay the full excise tax on alcohol to CBP at entry. If the foreign producer assigns the importer the tax benefit for the shipment, the importer can then apply to TTB for a refund on a quarterly basis.
