Brown Marmorated Stink Bug (BMSB)

The Brown Marmorated Stink Bug (BMSB) is an agricultural, horticultural, and social pest.

It's native to Asia and has spread throughout North America and Europe. The Australian Department of Agriculture, Fisheries and Forestry (DAFF, former DAWE) and The New Zealand Ministry of Primary Industries (MPI) have published the regulations for the coming season to ensure that the BMSB is not brought into those countries as an invasive species. 
The BMSB season will run from September 1st, 2023 (departure date) until and inclusive arrival April 30th, 2024.

Consequently, the following measures will come into effect as from this shipping date and will be looked at holistically on voyage level during the whole season. It will be applied for all Goods importing into Australia and New Zealand.

Where treatment should occur:

There are various Treatments described within this selected link. LCL/enclosed FCL containers (GPs and HCs) should occur at origin / prior to arrival in first Australian/New Zealand port, Breakbulk or Open Containers (Open Tops and Flat Racks) MUST happen before arrival. If No treatment is done, the shipment will be re-exported at client’s cost (or origin’s).

What does this mean to you? 

As cargo Owners/Shippers, please ensure cargo is treated to DAFF and MPI requirements prior to delivery to ports of loading within Target Risk Countries

Carrier will not accept cargo for loading that is not accompanied by a treatment certificate from a DAFF or MPI approved provider. Exporters will need to check if the Target Risk Goods HS codes are applicable as there are some that are no longer on the list and other that have been added. 

Goods being packed or shipped outside of BMSB season but close to 1st September are advised to complete a Sealing Declaration which will assist in import clearance in the event of shipping delays at origin for Shipped on board date a copy can be found at the link below:

Any target risk goods manufactured in or shipped from the Target Risk Countries below will require BMSB treatment: See a map showing the global spread of the bugs here

*China and the United Kingdom have been identified as emerging risk and may be selected for a random onshore inspection.

Treatment providers approved by the department for offshore treatment will be updated and shown on the BMSB page of the department’s website.
