Agricultural Quarantine and Inspection Fee (AQI)

UPDATE: CBP Publishes Agricultural Quarantine and Inspection Fee Changes

On November 1, 2022, in conjunction with a press release from the U.S. Department of Agriculture’s (USDA), U.S. Customs and Border Protection (CBP) published Cargo Systems Messaging Service (CSMS) # 53842300 highlighting the Agricultural Quarantine and Inspection (AQI) fee changes scheduled to enter into force on December 1, 2022. The AQI fees are amended to remove a reserve surcharge in accordance with a September 15, 2022, court ruling. The changes include:

  • The annual prepaid AQI fee for commercial trucks with transponders will change from $301.67 to $291.60.
  • The single crossing commercial truck AQI fee will change from $7.55 to $7.29.

Information on Agricultural Quarantine and Inspection Fee (AQI) Changes Effective December 1, 2022

CBP collects commercial truck and cargo vessel Agricultural Quarantine and Inspection (AQI) fees on behalf of the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS). In accordance with the November 1, 2022, Stakeholder Announcement, adjustments to certain AQI fees will take effect on December 1, 2022.

To facilitate processing at ports of entry, online prepayment of annual and single truck crossing fees is highly encouraged. Please pay online using CBP’s Decal and Transponder Online Procurement System (DTOPS).

*Once eighteen CBP Single Crossing Customs User Fees have been paid and used for a vehicle identification number (VIN)/vehicle in a DTOPS account within a calendar year, the payment required for the nineteenth (and subsequent) single crossing is only the APHIS Single Crossing AQI Fee. It no longer includes the CBP Single Crossing Customs User Fee (for the remainder of that calendar year).

The Commercial Cargo Vessel AQI Fee is not changing; it remains at $825.00.
