Import advice on ISF Filings

The National Customs Brokers and Freight Forwarders Association of America (NCBFAA) has been made aware of Importer Security Filings (ISF) which received liquidated damages that were issued because the HTS did not match between the ISF and the entry.  The examples noted had the first two digits for the chapter, but that was all.

The HTS is vital to CBP’s targeting and the ISF data is part of this activity.  In the past, CBP has told the NCBFAA that the HTS doesn’t have to be exact but needs to be in the genre of what the cargo is.  Just sending the chapter information is insufficient.

If you have an ISF with an error in its classification, it is recommended you send a correction to that ISF before the cargo arrives at the first port in the US.  Updates can be made to all ten data elements on the ISF, if there are changes or when more accurate information becomes available.  Only the original transmitter of the ISF can made the correction per 19 CFR 149.2(d)
