The law allows mainland Chinese officials to operate in Hong Kong for the first time and gives the power to override local Hong Kong laws, as well as foreign nationals overseas. As Hong Kong's reputation as a safe base for international business declined due to this law, the United States revoked Hong Kong's special status and preferential conditions in trade during May 2020.
The World Trade Organization agreed to establish a dispute resolution panel on the new US rule that all goods imported from Hong Kong must be stamped "Made in China". Later, US Customs announced that goods imported from Hong Kong would have to be stamped "Made in China" rather than "Made in Hong Kong” to comply with US origin-marking requirements for goods. The new rules came into effect in November 2020.
